To develop an efficient interstellar economy and an effective society, you must trade goods, make deals, and convert resources in real time!  Almost everything is negotiable, including colonies, ships, and all kinds of resources. Future trades are binding, so you’ll need to hold up your end of the bargain -- or risk a penalty.
